Strange Overheating

ok so heres the deal, basicly i rebuild a motor for my car put it in, yay all happy, not the case it over heats , the orginal motor was over heating beacuse it poped the headgaskets really bad

so the block is .060 over, i have a new 3 core aluminum rad, has external trans cooler, new water pump (cars an 88 with serp, has right pump) new 160* t-stat, has new dual fans that are 2500 cfm (plenty of airflow there), i had thought it popped a head gasket so i did them and it still over heated, so i assumed i had a cracked head so pulled the heads off again and magna flux spotchecked them and no cracks, now the heads i had bought off someone and they said it had a 3 angle valve job, witch it did, but i dont belive he lapped the valves, so the valve to seat contact is about a hair thin on the one head, and i mean all vales on the one head, and on the other they are all at the top of the valves, so now i havent got a chance to flux the block deck, but does any one have any idea why this problem is still happening, could it be the valves? now i am a mechanic and so are a few of my friends one beign a gm a-tech and we can figure this out, mabye someone on here has a better idea, thanks for the help fellas

p.s. sorry for the spelling and gramar, english wasnt my best subject
