Issues after fresh rebuild

Car: 1993 Caprice wagon "Shammoo"
Engine: tpi'd 406, with P4 ebl EBL 730 ECM
Transmission: custom "4L65" swap.
Axle/Gears: 3.42:1 with posi
Issues after fresh rebuild
Was burning oil, new rings and cam replaced ( with same spec) due to bearing issues.
So I have it barely running. Noticed poor fuel pressure was at 44lbs, went to 30 with no changes at adjustable fuel rail. Increased it back to 44 by turning screw on regulator.
Open loop is very lean 17-20, and engine no longer goes into closed loop as it did on same prgram before rebuild. I think obviiously a fuel reted isse. dropped the tank last weekend, to check tank pressure lines ( no cracks or leaks) with a Walbro 255l/hr pump ( same pump as before as well)
The other point is that it never goes into closed loop at any point. I even dropped temp and time requirements, still no closed loop.Any thoughts as to what is going wrong?

If it is sitting there idling, many times they won't go closed loop. Not enough activity of the O2 sensor output.
As for the change in fuel pressure, piece of junk may have found it's way in there and is lodged between the pintle & seat.
