more fuses=less volts

Hey, I'llsave everyone the long explanation and give you the skinny:

89 firebird
No headlights, interior lights or accesories.
fusible links fine
Search function has been useless.

There is power going to the main fuse that gives power to the healights, it has 12.9 volts. BUT, as I plug the fuse in it drops by a few volts. As i plug the next fuse, I have half the volts all the way around. As I plug the third fuse in line for that circuit, no volts at all on all of the fuses.

What the heck is going on. At all times the things like the horn, headlights etc. do not work. If I jump power to the headlight switch, the headlights will work fine.

Help Please, Thanks
