No Instrument panel lights

Car: 87 Pontiac TA
Engine: 5.0
Transmission: Automatic
No Instrument panel lights

Let me know if you have any sugestions, on my 1987 T/A my instrument lights went out. I have checked the fuses and they are all good.
I removed the cluster and replaced it with known good one, I still have no lights. I also lost my fog lights at the same time.

Is your headlight/dimmer switch good? That would be the first thing I'd check if you've got good fuses.

Sounds like a Ground problem to me. Check the Ground wire.
