if i am a mind to can i swap in a 428ho with a 400 turbo tranny into my 86 TA without much difficulty?

That would hinge largely on your definition of "much".

An old Pontiac motor is going to take ALOT of work to get into one of these cars, by most people's standards. More than "much". Not "difficulty" so much as, just, work and $$$$$.
