I pulled the cat out of my 305 TBI and i noticed a difference right away. Sounds better, drives better, and as long as the pollution ****'s don't take a look under your car it's well worth it.

how can you "tune" the car so that it doesn't smell as bad w/o a cat? (besides plugs, wires, rotor and O2 sensor)...

"bad" is relative. I think it smells fine. If it smells horrible (like sulfer) then the cat is clogged. I'm not sure what you mean by "bad"

This thread has gone on way too long considering we've already answered the main question quite a few times.
You can either
a) remove it and put some pipe there
b) remove it and replace it with a high flow cat
Since you said you don't have any money, just go ahead and throw the old one in the garbage and put a peice of pipe there.
I hate to be a pessimist about things, but I'm somewhat dubious the cat is your "no power after 3000 RPM" problem. It sounds feasible, but a stock LO3 isn't an Indy race car either. 3K RPM is about when it falls on its face.
