Pretty sure it's like you said...safety, not emissions. Tires, wipers, horn, brakelights etc. etc. .....HOWEVER.....I believe you are "supposed" to have the original emissions equipment on the car, and verified by a visual inspection, even though it's not actually tested.
We're all law abiding citizens here on TGO ...but if you don't have emissions equipment, I can't imagine it'd be hard to find a garage that'll overlook it.

I'm in an area right outside of Fayetteville. Original emissions equipment is technically supposed to be present, but I've never even had the inspector open my hood during a safety inspection. I'm sure some of the chains will do a "real" inspection, but as Abubaca said it should be relatively easy to find a shop that will overlook it.

You should be fine. Safety only for that year. Just make sure you have a catalytic converter. I removed my smog pump and they didn't event look for it. I even have headers and no issue with that. He asked about an oxygen sensor I and I just said this car only gets a safety. No fuss and done... That was in Lincolnton, NC.
