Help 1989 iroc runs hot and failed smog

Hi everyone,My 305 tpi iroc failed smog to high of hc and co.Also its running hot almost in the red .I replace just about everything.Injectors,egr,ecm,upper and lower intake gaskets,pugs ,wires, distributor,thermostat,coolant temp senor,fuel pump,fuel regulator.Fan is on.I don't know if i should make it so both fans are on?Cat was replaced awhile back and the car seems to smoke a little out of the tail pipes.Any help is greatly appreciated.Car seems to be running rich,i don't know how to adjust that.Thanks

if it has been running rich for awhile that will plug up a cat , get you a new o2 sensor and find someone that has the ability to test your back pressure or your engine vacuum , i believe that is how you test for a pluged cat, do you have any performance issues with your car? i know when my cat plugged on me it started running hot with no performance issues then one day it just wouldnt go past 3000 rpms and was running real hot like u speak of
