skipping, surging, sporatic idle

skipping, surging, sporatic idle
So now I have this peculiar issue...
I have a skipping no power issue... So here is all that I've noticed:
-Startup with intermittent skip..
-after running for a few minutes skip always happens.
-So bad that the idle fluctuates and sounds like its cammed..but with a very noticable skip.
-even with acceleration the engine lags, has no power, skips profusely...
-However all of sudden, if I can manage to get the tach above 3k, all power comes back with a fury, no skip and ***** to the wall accel.
So using an old school method;
I pulled the plug wires off the cap, while the engine was running...6 wires gave NO change in skip, 1 wire made it worse, and 2 wires shocked me.
So what is there to check next? And what else might I be overlooking?
Engine codes pulled were 13, 22, 45. However this codes could be as much a 1 1/2yr old. So I don't know what one is most recent.

I personally would put on a new cap, rotor,and wires. Throw some plugs at it too.

Then disconnect battery and erase the codes and go from there

Plugs wires cap and rotor were replaced about 5k ago. Just a routine I follow with every car I own.
Erasing codes is defiantely something I gotta do.

I redid the 02 sensor and wiring..It looked like it was shorting out.
I erased the codes and codes 22/45 came back.
I rechecked the TPS its still set at .56 and no dead spots...
So now I "***"ume I should check for vac leaks?
I say assume as both indicate the possibility of a bad computer?
I also have an exhaust leak at the manifold, so I assume this can alter things also?
