I've been able to bring a sticky lifter back to life with a dose of valve medic, just follow the directions on the bottle and if it can be saved it will do the trick. If that doesn't work, you will have to go in and replace the lifter and while you're in there you might as well replace all his friends and the cam, unless you're really on a tight budget.

Pull the valve cover. Fill a trigger type oiler with Berryman B-12, put the oiler nozzle against the push rod of the offending lifter and pull the trigger slowly and allow the B-12 to run down the push rod while the engine is idling.
The one and only time I tried this I got lucky and it freed up the lifter after a few minutes. I did not want to pull a manifold off a 150k mile engine just to fix a tick.
