that is Cable TV coaxle cable.... not factory lol and are you talking about the ID tag?

I'm not sure - in the top right hand of the picture you can see there is a piece of paper wedged between something below the master cylinder.

The paper is under the connector for the brake pressure switch. It lights up the BRAKE light on your dash if it detects too great of a pressure difference between the front and rear brakes. Like if you blow a brake line. My 92 had the same thing on it. I think it's just an inspection tag from the factory. I removed it tossed it a long time ago.
