What is this part? - its not attached to my car

Having gotten my car back from the mechanic (i found all of the emissions parts for him), he did not attach this part, the pipes coming out of it were extremely frayed and somewhat burnt, so i guess it made sense.

Car (85 Trans Am LG4) runs fine, but do i need this for emissions?

I think that's diverter valve for the a.i.r. system.
