vats problem

hey guys i dont know if this is the right section to post this but i think im having a VATS problem cuz my motor doesnt want to crank or anything. it has a new fuel pump, battery and starter so ive ruled all that out. my car is a 91. originally it had a 305tbi. i took it out and put a 350 tpi. it has the 730 ecm. so anyways i ordered a chip from some guy and he disabled the vats on my chip. do i have to do something to the Vats module itself or the starter relay? i thought if it was disabled in the chip that i wouldnt have to touch the vats module am i wrong? if someone can give me some info i'd really appreciate it. i really want to get my car rollin again. thanx in advance

Has new combo ever cranked ?

will engine crank if you hot wire starter ? ( confirms starter working )
Have you checked / jumpered the clutch safety or P/N switch on shifter to see if they are working?

Jumpered the start enable relay to confirm that is working?
Checked for 12V out of the IGN switch when in start position?

Are all part of the starter circuit ; if one item is faulty then you will have no crank

typical GM circuit below

Re: vats problem

hey vetteoz i just finished with my swap so yest. was the first day i was trying to crank it and there was no crank. today i was going to try some of the things you said but i decided to just go after the starter enable relay. i have the actual service manual for my car so i went through all of it and i used this chart. i jumped the black/yellow wire in this diagram to ground and the car cranked but did not turn on. so i think ive found that my VATS module is not triggering the relay? am i correct? so does that also mean that my VATS is not disabled in my chip and is keepin my motor from turnin on? What do i have to do to actually get my car turned on?

Re: vats problem

If bypassing the starter enable relay allows the starter to turn, but car does not crank, then yes you have a VATS issue. VATS also disables the fuel injectors. You need a VATS bypass module, about $30 - $50, they are on ebay, as well as Painless and others sell them.
