From my experinse if it's sticking after spraying it with carb cleaner some of the carbon gets into the blade shaft bore.
Concentrate on spraying into the bore of the blade shaft. There's 6 sides to spray. I've tryed using WD 40 to power lube and graphite. None seem to help for long. I've never tryed pulling the blades shaft and polishing the bore and shaft.
I would imagine it would work pretty well especially if you use engine assembly lube when reassembling.

It could be the throttle shaft bushings are worn. Try wiggling the throttle up/down, front/back at different throttle openings. Worn bushings could cause the throttle blades to go out of alignment and get stuck against the bore.
