Low Dyno Numbers for Build

I have 1991 Trans Am GTA with a 350 bored 0.04. AFR heads, Hooker headers, Magnaflow Cat Back exhaust, F.I.R.S.T intake, Comp Cams custom cam, K&N air filter, TCI street fighter with a custom torque converter.

I have had this car dyno tuned many times and the most it has hit is 302 WHP and 340 ft. lbs of torque. I feel these numbers are way low for the build.

A couple of questions.

1. Are these numbers low considering my build?
2. What items should I check to increase power?

The car runs great. I just expected around 400 WHP from this build.

Dyno tuned many times? That might be your first flag right there.

Why many times? Have you verified everything on the motor from compression to head gaskets to actual valve timing events and not what the card says?

Whats the air fuel ratio? Mustang dyno or Dynojet?

Too little on the info and not enough data to go by...........

It was on the dyno times many times to change things and hopefully get the power to expected levels. For example, we thought the torque converter may be slipping so we changed. Next, we added a new Y-Pipe to allow better exhaust flow which did increase powder 25 hp though the entire range.

All tuning was done on a Dyno Jet by a highly reputable tuner. I attached the dyne sheet.

Compression, cam events, and overall motor condition have been verified to be correct and good.
