Fuel pressure issue/no injector pulse

Car: 1992 Camaro (Z28 Clone)
Engine: LB9|TPI
Transmission: 700R4
Axle/Gears: 2.73
Fuel pressure issue/no injector pulse
ive spent a good amount of time searching now and I just can't seem to find a good answer.
I have two problems right now, my fuel pressure goes up to about 40 when the key is turned on and than immediately goes down to 0 and I don't have injector pulse.
My car is a 92 rs. I recently swapped in an lb9 from an 89iroc. It is TPI of course.
The previous 305. I had in it was an LO3 I had the same TPI setup on it and had good fuel pressure and pulse.
i also recently got my vats tuned out and just about every sensor is new under the hood except for the IAC. Fuel pump is also about a year old.
I appreciate any knowledge you guys have to put forward.

pinch the return crossover line that connects from the fuel lines to the engine. this is the one coming out of the regulator body. If the fuel pressure holds its a bad regulator. If it doesnt it can be bleeding back through the pump or out a open injector.
The second issue, do you have spark ?
have you verified the wiring going from the icm to the ecm for correct hookup ? esp the purple/wht wire .

I do have spark, those wires are all connected correctly and have power with key forward

If the mil is hooked up you can jumper the aldl a to b KOEO and enter diagnostic mode to see if the ECM is powered up.
The main power is fused at the battery on the fender well.

I have not had time to work on it in the past couple of days but I will definitely check those things when I get a chance. I appreciate all of the help so far dude.
