LB9 hard start when cold

The car has a code for low voltage at fuel pump and code 41 for the ESC. The engine and transmission were removed from another car, ran and started perfectly in that one. The fuel pump voltage is always between 12.7 and 13.1. Initially I thought that the ECM or memcal was bad in this car but I tried replacing both with known good ones that I had lying around. I'm at a loss here.
