Surging Idle

Hello,
I have a 1989 Camaro with an intermintent surging idle. I checked all the ohms on my fuel injectors and all of them were 16.0 except for one being 13.6. Would this cause the idle to jump around between 700-1100 RPM intermittently?

That is doubtful. It is more likely there is a problem with the idle air rate, with many possible causes for that.
