700r4 Overdrive Issue (not a normal issue and one that's new to me, PLEASE HELP!)

Short and sweet - Last week my Governor Gear snapped causing my transmission to only have 1st and Reverse. I quickly replaced it with a lighter one from another racing trans I had but it was too light and unable to get 4th gear intiated - it would pop in for a second, but couldn't hold it - still shifted %100 normal 1-3, just no 4th gear...

FF:

I was able to aquire the right weighted governor gear, installed it, and yet STILL NO 4TH Gear - even and wide open throttle it won't kick in... Now did something get burnt out in the process??? Does something need to be reset??? Please chime in with any useful information you think you may have... I wasn't able to find a specific topic dealing with just the governor gear and then not fully give me the rest of the gears back. I'm stumped, PLEASE HELP ME!!! haha

How exactly did the governor gear fail? Its not very far fetched to have a piece of the old governor gear or etc clogging a passage IIRC.

The original governor gear literally just failed without warning attempting to merge on the highway - I have all pieces of the original gear, so fortunately it's not that... The trans was flushed again before the proper weighted gear went in

Anyone have ANY input?? Could something else have been knocked out of wack?? It shifts 100% normal 1-3...

I'm no expert but the answers to the following questions would be asked by someone more knowledgeable than myself and it would help with a diagnosis if you provided the answers.

1. Is the trans stock or has modifications been made?

2. How do you know the governor that's in there now is the "correct" one? You can always remove the weights and springs from your original governor and swap them onto the replacement.

3. 1-2-3 shifts are "normal." What do you mean by that? Yeah, it shifts but does it do it when it's supposed to? Are the shifts early or late? Do you have shift/speed chart to compare to? The chart will look something like this:
