Sometimes these threads slip through the cracks. Like this one.
Start with the basics but
first, does the transmission have any modifications? Shift kit, upgraded boost valve, servo, etc?
The most obvious question here is: Has the TV cable been properly adjusted? Along with that, is the TV cable adjuster and connection to the carb all OEM is is there some aftermarket bracketry that has screwed up the correct geometry?

the only modification that is has is the tci lock up for od and that was do to swapping the 305tpi out with the 350 carb. the tv cable has been adjusted correct but even done is several other times just to make sure. it does have aftermarket brackets they are show to be correct for the application. and it does shift ok when driving normal but if you take off" launch" and are wot it will not shift unless you let off the throttle.

Unless the trans has been modified (and you say it hasn't) that's a classic case of an incorrectly set TV cable.
Being a carb swap, it's entirely likely that even though the adjustment appears correct, it might not be. The geometry is very specific. Check out tvmadeez.com. It gives all the dimensions and angles you need to properly set things up. If after all of that is 100% confirmed (and the symptoms fit this solution exactly) and you still have trouble, there may be internal issues with the trans. Stuck valve in the valve body, governor, etc.
I've gone through this same scenario with my 700R4 and the solution was another aftermarket bracket and another adjustment.
By the way, was the original equipment TPI?. There are two different TV cables used. One for TPI and another for TBI and carbs. The TPI won't work with a carbed application. That website I posted will give you the dimensions you'll need to verify. If you have the wrong cable ( or carb correcting bracket) you won't get the dimensions that they spec.
Let us know what you find out.
