700r4 problems after rebuild

So I'm having some problems not that I finally got the car on the road. I can not get the trans to shift into overdrive. Other problems to note, does not downshift from 3rd to 2nd at highway speeds when I go full throttle. It also shifts into 2nd and then into 3rd by 25mph. I have adjusted the TV cable so that at WOT it is guitar string tight. With using the fine tune button I was able to get the shifts alittle higher but no overdrive. I've tried manually shifting from first on up at 5k each shift but no overdrive. To rebuild I used a standard kit for gaskets and clutches, a corvette servo, and a .500 boost valve. I just can not get my head around this problem. I feel as if maybe there is something wrong internally, letting the pressure bleed out and it is not getting high enough to shift correctly.

I'm not being a smartass or trying to play internet expert here , but buddy everything I've ever read about our 700R4 says there is NO "fine tuning" the TV Cable , there is one and one only proper set procedure , you do that procedure , and it's set . If your trying to alter shift points & such with the TV cable I suggest you do a search here in the transmission subforum of TV Cable setup and read the threads that come up . If you could alter shift points & such by "adjusting" the TV Cable rather than going into the springs & weights of the governor , don't you think that's how folks would do it rather than take apart the governor with all that involves ? Anyway , it's said that improper TV Cable setting can fry clutches by not having them fully engaged when they should be and in keeping with that the one time I had mine all apart I followed the recommended set procedure and it's been fine since ......

As for overdrive, pull the servo line up out and check that it is correct. Also check the seals on it for one being rolled over or such.

The band, which the servo applies, is used for 2nd and 4th gear. 2nd gear can work even when there are issues with the 4th gear servo apply. BTDT, didn't fully seat the servo cover retaining clip once.

Intermittently lost 4th.

I'll take a look into the servo. I wish I was wrong about the tv cable not being set up properly but I hsve followed guides to install and set up 3 times now, each with the same outcome.

As long as the adjustment is made via opening the throttle body by hand you are OK. The pedal-to-the-metal method is wrong (even GM states that).
