17x9.5 all around. 5.5
Doug Glad has 17x9.5" Torque thrust IIs all around with 5.5" backspacing. He had the imfamous black '91 Z28. It eventually got a t-5, 383, charger, and nos!
how come he can have the same backspacing front and rear while our cars with 16s have different offsets? how does that work? do the rear or fronts stick out more in that case? can the 17s be rotated?

No they work okay, and look fine.
His are the same all around because it's the same size rim all around.
The 16" stock rims are different widths front to rear, hence the different backspacings.

Ummm, no, the stock 16" rims don't have different widths. They do have different offsets and backspacing (2 related but different terms). The fronts have 0 offset (4" backspacing) while the rears have -16 mm offset (approx. 4 5/8" backspacing). The only way rims with 5.5" of backspacing will work on the front (or the rear for that size) is with spacers like those from Vette Brakes. Yes, if you get rims with the same backspacing for the front and rear wheels, you can rotate them with the tires mounted. Just get whatever size (offset/backspacing) works out for the fronts then order the same for the rears. The rears will stick out a little further, so you'll have to judge how you think they look...

9.5 w/ 5.5 will work fine on the rear. Up front, you need the 1LE rotors, and may need to grind the outer tie-rod ends. Why not do 11s on the rear, with 7" BS? Then use 275/40s and 315/35s

Front needs 5" backspacing or spacers to clear the TRE and in some cases, the strut body.
