Why are bowling ball caps so hard to get on?

I have these rims...

14" Turbocast Rims

and these caps (10017895)

I know they are prone to falling off, but just getting them on the rims is a pain. They REALLY have to be squeezed on, and each time i get one side the other pops out...

What is the knack to getting these on? Are the clips too rusty?
