I was told by the guy at Mercruiser that I bought my intake from that Edelbrock cast the ramjet for GM. In that case, the rails might just be close enough.
if you are going to try and elongate the holes, just use a drill jig. Take a peice of steel or aluminum (steel is better) but if it's around 1/2 inch thick to 1" thiick it will work with either. drill a hole in the material the size you want, and then clamp that peice to the rail, offsetting the holes as needed. the guide will mostly keep the drill in the right place, and will help out to elongate the hole. it may not work our perfect, but at least you'll have a fighting chance.
I bought an LS1 throttle body off of ebay. It was a new take off and cost me about $100. The ramjet intake manifold cost me $160 on ebay, so its cheaper than the SDPC vortec manifold.

I found the intake, fuel rails, and LS1 TB for 700.00 and felt like that was a deal.
A set of Ford injectors and OBD2 changeover tops it off.
You won't need to fab custom rails. Get the Edelbrock rails for Vortec heads (Part #3631), they'll run you about $80. I started with a bare RamJet and these rails work great.
I put my other brand new RamJet up for auction with an ECM, harness and cam. No messing around with fabbing your own crossover, and coming up with a fuel pressure regulator. Ends tomorrow if you're interested. FYI.
