rim clearcoat problems

I went to clean my stock 15 inch aluminum rims and found out that the spots weren't on the surface It looks like the clearcoat bubbled in a few spots and some dirt or soemthing got caught and stayed. DO I need to remove the clearcoat, or should soem kind of cleaner work? The parts where it bubbled look really strange to me, its not clear in those spots and almost looks like rust, but its definately the clear coat (or at least I hope)

anyone know of anything good to make my stock rims look like they're supposed to?
