Bird Not Starting

Alright, Here is the deal.

We have rebuilt the carb, purchased a new fuel pump as well as a new fuel filter, but the bird is still not getting gas to the carb. We have done some research and found that the Mixture Control Solenoid isn't opening to allow gas into the bowl. We tested the MCS and found it was working properly. If we take it out of the carb and let the bowl fill up the bird will start right up. So now here is the question.

Could this be the O2 Sensor malfunctioning?
We read that when the car is warm the O2S will put out voltage. The O2S is putting out voltage all the time. Could this be preventing the MCS plunger from opening?

Also this car has been sitting for ten years with a 1/4 tank of gas in it. Could it be the gas?

I don't know if many of you car, but I promised some pictures. So I am going to post a few.

GET NEW GAS!!!!!! Most people are hesitant to start their car if the gas has been sitting over the winter, but 10 years!!! Change the fuel filter too, its cheap and easy.

We did put in a new fuel filter and I did add about 5 gallons of new gas. I wasn't sure if I had to drain the tank empty and start over or should I just keep manually filling the bowl to burn off the old gas...

Multiple Images in 1 post:
To do this, you must reference images that are hosted elsewhere (not attached).

ie.

1. Go to www.imageshack.us
2. Click "Browse" and find the image on your computer, submit it.
3. Copy the entire string of text in the "Hotlink for forums" field.
4. Paste that string into your message body here on thirdgen.org.

This way, you can paste as many images as you want in one post.
