How do I fix the peeling vinyl on center console?

How do I fix the peeling vinyl on center console? the vinyl is in perfect condition, but on the driver side it wont stick to the plastic underneath? I have tried to just glue it back together and it wont stay together. Is there something I need to use to clean it with first so it will stick? thanks this really bother me.

I used epoxy also,

I wiped it clean with a little alcohol first then used the epoxy and then used masking tape to hold the vinyl in place while the epoxy cured.

that was seven years ago, still looks great!
