How to remove channels above windows

There are channels that run above the passenger and driver windows on my 82 camaro. What do these do and how do I remove them when painting?

They're drip rails (rain). The attaching points, IIRC, are under the weather stripping.

I would like to remove mine too. They look like they were coated with black plastic, but now all of that coating is peeling off and exposing the bare metal. I'd like to paint them with black Rust-Oleum.
