I think that is what this is called. I included a pic. I am trying to get this piece off. I have the 8 bolts out that I can see and the top is loose but the bottom will not budge. Am I missing something or is it just stuck from paint/rust?

I thought there is some screws that go threw the absorber(crate part) to the bumper beam (steel part). At least the birds did, maybe somebody put more fasteners in there ?
I recently took my crates off just the other day. Just 10mm bolts inside the crates.
Check with a flash light to see better an get an extention. If theyre all out it must just be stuck. Try sprayin' a little PB or WD between the two for loosening.
I think your problem is probably that you didn't get the bottom nuts off. There may be two sets. The first ones hold the power steering cooler lines in place but then there will be another set behind those that actually hold the inner bumper in place. It sounds like you probably took the first ones off but missed the second.

Have you thought about possibly cutting up/modifying the impact bar before installation to make it lighter? Looks like there might be some areas where you can shave some weight.

Impact bars were designed to save your life ... and the lives of your passengers. Do you really think this is a good place to shave a few pounds?
He only said he needed to take it off. Maybe he needs to replace it. If he's planning to leave it off that's definitely not a good idea. Not only is it unsafe but it can actually hurt performance. Some racers take it off thinking it will save weight but without it the bumper cover can actually collapse at high speeds and create a lot of drag. I've seen a few pictures of it happening so I know it's a fact.
If I was worried about the safety ratings of my vehicle, I would buy some new car that has so many airbags it could double as a flotation device.
that's a poor argument to defend the idea of removing material from an impact bar. I love my 3rd gen and it isn't because I have a complete disregard and disinterest in safety during a crash.
Ok, I was an idiot. There are not 8 bolts, there are 10. The bottom bolts have 2 sets of bolts on them. I completely missed them. Really dumb on my part. Once I got a day with ok weather I got out and looked and had it off in 2 minutes. lol
Also, the reason I was taking it off was because the car is a 91, but I am putting the bumpers and effects from a 90 TA on it. I needed to replace the impact bar as well to make the front bumper fit.
