Chin Spoiler - Fenders - Metal Plates

I wanted to know where to get the metal plates with the bolt studs for the chin spoiler or how to make it. Also I have 2 different types of fenders so im not sure exactly how to do it. My car is a 1992 rs and the fender is off an older z28 which I believe I had to drill holes for it to fit into the side skirts.

-Signature Picture is what my Camaro use to look like almost stock when I first got it. I just had an aftermarket tach I put in and a Daytona Fiberglass Hood with Pins.

Does anyone know the dimensions of these metal plates? I can not weld so what would be the best way to make bolt studs into a metal plate? What size bolts and nuts? Also, should I spray the whole thing when I am done making it with primer so it doesn't rust?

Someone has to know it shouldn't be that hard. I can make things work but I want it to look factory. I just picked up some galvanized steel plates and I was just gonna drill holes and put bolts in it but I think it will look like crap.
