Ok Gurus, here is my problem I am getting water on my air cleaner and it is making it rust. I have included pics to assist, I want to think I am missing a piece but I am not sure I know older birds but this is my first Third-Gen.

You have the formula power-bulge hood right? If so my buddy had an 88 formy with the same hood and he had a blocker plate put into the slit. Thats the drawback of an open hood so to speak. It brings in more air but it also lets in the rain

The "Power buldge" Hood that you have,from the factory had a piece that bolted to the underside of the hood, that closed the scoop off when the engine was cold. I forget what they call it, but it would keep the water out..Ill see if I can find a picture of one.....Ive still got mine but I took it off.
Yes, there should definitely be something covering the opening in the hood. The '87 and later cars has a black off plate on there covering the hole. The 82-84 cars had a screen covering the hole and an air box mounted to the underside of the hood that matched up with the air cleaner on the engine.
However, if you have a 2.8 V6 in your car that isn't the original hood because you couldn't get that hood with a V6. You need to get an '87-up block off plate for the opening because there isn't an airbox for V6 cars. We may have one for you if you need it.
