Drill out the spot welds. About 1/4 inch drill. Time consuming. Will need wire feed welder to attach new pieces.

From a structural stand point those pieces need to be welded in, otherwise and accident or impact the crush won't work as it was designed. If you look at the front of these cars having 4 frame rails, 2 at normal height of bumper and 2 uppers where the fenders bolt on are actually tubular structures that support the upper suspension. These need to be tied together in a rigid manner (weld), bolts will allow too much flex and give. Now to align and fit the pieces before welding, I have used pop rivets. The rivets are removed in the welding process and their holes welded shut. Vise grips work great for holding sheetmetal prior to welding, but if you are fitting hood and fender gaps prior to welding they some times interfer. Good Luck
