E-Brake "frozen"

Hi -
E-Brake lever pulls up and feels like it
is engaging e-brake, but it is not.
Someone looked at it for me and said I need
to replace the calipers. Something about
automatic adjustment if frozen.
Make any sense?

im rebuilding my brakes system i was wondering if i got the right master cylinder repair kit.. http://www.autozone.com/autozone/cat...uestid=1490536 I dont think it comes with the new REZ gourmets, where can i pickup new ones, i heard that its better to rebuild the mast rather than use a remanufctured one, the reason being is that i;ve known where my master cylinder ahs been rather the junk yard rebuilt master sitting in a hot warehouse with the the internal seals not lubricated and drying out..so again will this fit my master rez bore... and i also picked up the the rear caliper repair kit.

I have an '88. Recall is for 82-86. I suppose it is
the same problem however.
