1406 vacuum advance ports

Ok, I have the non emissions vacuum advance hookeed up to my distributor, just to be sure, it is the right port (driver side of car) correct?

Should I plug the other vacuum port (the emissions side) ? or should I leave it open?

Also, is there anyway I can help my vacuum advance to get a better response? I have base timing set to 15* (thinking of going to 18*). Or is this something to do with the springs inside the dizzy?

The vacuum ports on your carb are ported and manifold vacuum...

one has a ton of vacuum at idle and one has a ton at cruise and part throttle, you want the one the seems like it has no vacuum at idle.....
