Mech Secondaries not opening

So I finally decided to check if my secondaries were opening all the way and they're no where near what they should be. If I hold it to the floor they maybe open 15 degrees. I have a BTO TV cable and throttle cable bracket. I had to modify it originally by adding a piece of steel to extend cable out so it wouldn't bind. I'm using the stock 91 TBI cable that I had on my car. The carburetor is a 700DP. I can open the secondaries by manually opening the throttle but it takes A LOT of travel. The carb is second hand so I have no idea what the guy before me did to it. Anyone out there run across this problem or something similar.

are you running the bolt through the proper hole in the carb arm to get full travel?

look at your arm and see if there is a lower hole, that would probably be it if your stock cable doesn't work.
