fuel filter location?? I looked...alot

ok, ive got an 86 base firebird with a 305 (carb), i got under my car the other day to look for the fuel filter and couldnt find it, i looked where mostly everyone says on this site to look, drivers side rear wheel area, i see where it should be, but its not there, is the fuel filter in the carb? my car has a hard time accelerating and even when in nuetral it doesnt rev very fast. does this sound like a clogged fuel filter?

It's in the carb behind the filter nut on the inlet.

Doesn't sound like a plugged filter, though.
