After a fresh rebuild I have the following problems.
1. Cold hard starting and then stalling.
2. Hesitation with partial throttle from idle.
3. I will be moving from 1200ft. To 7800ft. In Colorado
What high altitude will I need to make?

Verify that your choke is functioning correctly. It should be closed when cold, crack slightly open when the motor is first started then slowly open completely within a few minutes.

When you rebuilt it did you check the choke pulloff, verify 1/8" of travel on the MCS and set TPS and Dwell to specs?

All the time? Or, just when not fully warm?
If all the time, check your accelerator pump operation. If only when not fully warm, you need a snorkel-type air cleaner that has has the "thermovac" system on the snorkel operational.

If it works fine where you are, all you'll need, most likely, is to adjust the idle speed.
