The one on the left that is sealed off originally went to the air filter assembly and was for opening and closing the valve on the stove pipe that allowed heated exaust in to help when the engine was cold.
The larger one in the middle goes to a diverter valve assembly that is hooked up to vacuum lines in four places.
1. Off carb (the one you show as blocked off to the diverter valve. (basically sits just in front of the thermostat housing held in place by the vacuum lines)
2. The diverter valve then breaks off to the PVC (and the charcoal canister)
3. A smaller one off the divertervalve back to the carb (sits just below the three pronged electrical connector on the right of your picture)
4. From the diverter valve to a sensor on the top of the intake. (another large line that goes to the left of the electrical plug in the bottom left of your picture on my car)
This is using my 84 L69H.O. as an example. When I get my camera back from the hospital I will take some pictures and post them that hopefully makes this a bit clearer.
Essentially, most of this is for Emissions purposes. If you don't like the look of the lines hanging off and you don't need emissions, simply go and by a vacuum plug cover kit from Autozone and take the lines off and stick the covers on. Thes covers not only cover the tube the lines are on but also seals them so there is no vacuum leak.
