No - may help. But technically, it's not legal to switch to carb.
That said, it's much easier to do bolt on performance mods with a carb - especially with a TBI setup as the TBI hasn't as easy a chipset in the ECM to reprogram for bolt ons as the TPI setup. Swapping to carb allows manual (ie wrench) adjustments for bolt ons, vs. finding someone to program chips or learning to do it yourself.
i have a 92 rs also. i didnt want to do the whole tuning thing either. been there with the ls1 series engines. but they respond way better. your tbi will hinder you even with the best tuning. i went to carb and do not regret it. there will be some tuning that you will have to do with the timing and the carb. a lot of it to get it just right. but to me it is well worth it. also get a hobbs switch to run the fuel pump off of.
I just did this on my car, but I went from TPI to carb. In my eyes, I think it was worth it because I don't have to deal with the ECM any more to tune it. My car is a 5 speed, so I also didn't have a TV cable and torque converter lockup to deal with. As far as your carb choice, you will find a wide variety of choices and opinions on each one, from a Quadrajet to a Holley, Demon, or Edelbrock, those are the most common. Which one you get will depend on what you want out of it. Since I didn't know jack about carbs going into this, I went with the Edelbrock because to me, it seemed a lot easier to work with/learn on than the others.
I can't stress this enough; expect your fuel economy to go down a little.
Also, make sure you use a RETURN STYLE fuel pressure regulator! Without it, you will eventually burn up your fuel pump.
You also need a new distributor, one with a vaccum advance. You can get one from a yard and rebuild it yourself fairly cheap, or buy a new Procomp one on ebay for less than $100 new (I did, and mine has a clear dist cap)
