edelbrock 1406 carb leaking around shaft

Im having a few problems one of which my intake manifold is full of gas,
there seems to be a leak coming from the secondary throttle shaft on both sides of the carb i did some investigating and i also see the carb hangs over the manifold a bit (posted pics) and there was signs of gas on both sides around this area not sure exactly where the leaks are coming from now. Im running a electric fuel pump and a FPR i got the PSI down to 3psi im not sure what the cause of the leaks are. another thing i noted i that when you bring the rpms up then drop them down the primaries drop a few drops of fuel in is that normal? and if you leave the key forward (but not starting the engine) for to long the carb dumps fuel in like crazy and floods the engine the FPR gauge is only at 3psi all the lines, filters, carb FPR gauge etc are new, i wounding think that it would flood with 3psi anda huge return line? what now? what can i do?

Check your floats needles & seats. You probably have one that isn't fully closing off the fuel flow when the bowl is full.
