ok ive been reading that you can rebuilt the LG4 qjet to L69 specs but is it simply getting the L69 rebuild kit and do it that way or is there more to it that that

Correct, there wouldn't be any differences between the rebuild kits.
Read the tech article about performance improvements for CC q-jets (linked in the welcome to the carb forum sticky). Some LG4 carbs had the AV travel limited (mine didn't).
I've heard the main jets were different, but haven't verified that and haven't had issues with mine, even with the 350 under it. The secondary rods & hangers were different, but that's an easy one, and even the L69's might need improvement.
1. Cam. L69 cam was nothing special but it was considerably more aggressive than the "peanut cam" in the LG4
2. Different secondary metering rods in the carb (DRs for the L69, CHs for the LG4)
3. Exhaust system- larger everything for the L69, including even the stock exhaust manifolds
4. Chip tuning. Mostly the spark advance curve in the L96 chip was much more aggressive and also spec'ed for a 6* BTDC initial setting.
Also, an electric radiator fan.

But those don't have anything to do with the carb, which was the point of the original question. And, '85 & '86 LG4 had the same pistons as L69, and '86 LG4 got the electric radiator fan. '82-'84 LG4 didn't have knock sensor, but '85-'87 LG4 did, as did all L69's.
one of my friends said that you can take the rod holding the secondaries closed off to make them open easier or faster is this true? and are there any down sides to it
