New Edelbrock Carb -- need a little tuning help

I've been having trouble with getting my engined tuned after a cam and intake swap. I was trying to tune it with the old cc carb, even though the computer is long gone. It was running too rich and fouling the plugs and not running steady enough to allow me to tune the timing and so on.

So today I picked up a 4016, 600 cfm Edelbrock. For the most part I've got it tuned at idle. I've got the IMS adjust properly according to the instructions and the idle set. However, I'm right on the edge of where the tuned vac port kicks, so sometimes the idle jumps from 800 to about 1500 or so. Sometimes if I flutter the gas pedal it'll bring it back down.
So I need a little help there.

Now mind you, I've still got the fouled plugs in, but they fire ok when the rpms are above 800 or so.

If I accelerate the pedal slowly before flooring it, it's very smooth and feels powerful. If I just go to WOT, it bogs and I see some fuel spray out of the carb. I don't hear a pop or backfire through the carb, but see that.

How can I fix these two things?

All help and suggestions are appreciated.

Sounds like you may need to set the idle mixture screws!! About 1 1/2 turns out on each screw seems to work best for most people!! The "easiest" way to do it is to buy a vacuum guage!! Uplug the vacuum advance and plug it off....hook the guage to the carb where you just unhooked the vacuum advance!! Turn BOTH idle mixture screws all the way in and then turn them less than one turn out....half a turn if the car will run like this!! Set your idle to the RPM's where you like it and then start to turn ONE idle mixture screw out....watching the guage while you turn the screw out!! When the gauge stops increasing stop turning the screw and turn it back IN just slightly!! At this point the idle will most likely be high again so you need to reset the idle again to the RPMs you like!! After the idle is set again turn the OTHER idle mixture screw out....watching the guage while you turn the screw!! When the guage stops increasing stop turning the screw and turn it back IN just slightly! Now you're idle mixtures are set but you're idle is most likely gonna be high again! Set you're idle back to where you like and presto, you're done!! A little "fine tuning" is all that's needed now!! Both idle screws don't necessarily have to be in the exact same position either!! In the end your idle mixture screws should be 1 1/2 to 2 turns out....depending on application of course!!

I can't find my vac gauge anywhere!!!! I guess I'll have to go pick one up instead of trying the "ear" method. My ears don't work too well anywhere.
