secondary fan relay

Where is it? I found the primary relay, but the location of the secondary relay is beyond me. My car's a 91, and I know they liked to make things screwy in 91 (fog light relay is under the dash, every other car I've seen its on the drivers fender). Any help appreciated.

Isn't one by the passenger headlight and the other by the driverside firewall?
