I am having trouble getting the A/C to work. Nothing works, I can't even get the vent to come on and blow air.

Are you sure the compressor clutch is not working ? The A/C will still function if the blower motor has went bad. Turn the A/C on (engine running) and listen for weather the clutch engages or not (should be obvious when/if it does).
A start would to be to test if there is voltage at the blower motor (key on, hvac controls on vent, switch low through hi speeds). If you have voltage but no blower, it's a bad motor.
If you have no voltage at the blower at all (high speed is powered separate from the lower 3 speeds), then you need to check the HTR A/C 25A fuse. If that is good, there may be a problem with the fan speed switch on the hvac controls.
If you get high speed only, the resistor pack on the air box has went bad.

OK looked at my Chilton's and it only shows one fuse for the heat/ a/c, but I'm pretty sure that there is another one (possibly a cartridge-style fusible link?) under the hood, and a relay for the clutch.

Chilton's is correct. No second fuse, no relay.
