What is the right operating temp to run at?

how hot is a 83 camaro crossfire injection tbi supposed to run. when i let it idle it gets a little under 220 then the thermostat opens up i guess then the temp goes down to the first white notch, then it wont go realy past that when its just idling, then when i open the hood the little thermoac flap in the air cleaner snorkel is opened up so that means the car aint fully warmed up to operating temp yet.... are these cars supposed to run 220? it has a reg mechanical fan. but when i do have the air on and let the car idle it gets up to 220 and will stay there and the thermoac flap will be open in the snorkel... i appreciate the help

220° is the design temperature.
