fan issues

I have a 91 camaro with a 3.1, it has a new fan relay temp sensor and fan switch but the fan wont work. when i arc the terminals on the obd port the fan comes on so i know the motor is good. Any suggestions? (i also checked the fuse under the hood and under the dash both were good)

sorry, yours is probably controlled by the ECM, though im not positive, could be your CTS for the computer.
