The HVAC system operates on vacuum from the engine. Either the line to the intake manifold is disconnected, or there's a leak in the system.

Re: 87 5.7l gta ac problem

Does this car have the manual HVAC controls or the pushbutton HVAC controls? There is a little gasket on the controls themselves that route the vacuum to the different actuators for the doors, that piece gets dried out and shrivels then leaks vacuum, so even if your vac line off the intake is good you can still have a vac leak. there is a write-up somewhere on this site for fixing it, i need to do it to my car.
