ecm and the engine light quick question

i bought the moates cable and tehy said with it plugged in i should see my engine light blink real quick and stay on with jsut the ignition key turned to verify the ecm sees the cable

well not sure if this was happening before because i never cared to look/notice.....

but i turn my key and see the engine light come on along with all teh other instruments with just the ignition on and i still see the blink its very quick and only happens jsut as i engage the key

comes on off and back to stay on withing a mil-second but i do see it blink

something shorted with my ecm? or ecm not right or perfectly normal?

if its normal then how does it tell me my cable is recognized by the ecm?
