Drac is confused need help

I put a 1993 tbi with a 4l60e out of a surburban into a land cruiser and i'm having a bit of a problem with the drac. I have a drac out of an uknown vehicle out of the junk yard. Its defiantly the later version with 2 banks of jumpers. I cut down and installed a pair of 8 pin switches did the calculations and installed in the vehicle. My speed is governed at approxamately 45-48 mph....exactly half of what it should be... If I set the ratio on the drac to .98 i can get up to about 65 before i'm governed. It seems like something is screwy with how many pules this thing is getting. Any ideas why it would govern me at half the speed it should? I bought an adaptor with slot for the vss and the adaptor company provided me with a vss unit I haven't verified how many pules it should be. Any help would be greatly appreciated.

Verify the PPM from the manufacture, it should be 40, if not use its PPM in the equation for your jumper settings.
