Its a bit different with the vortec poppet injectors. The compensation is actually given as a injector flowrate multiplier, which also provides compensation for fuel pressure loss at low voltages. It may also be just primarily for the fuel pressure, as the output of some regulators varies a bit with flowrate.
In the $0D, the offset is mainly to compensate for change in time for the injector pintle to open when the injector is energized. Im not sure how you would convert between the two.

Heres the main cranking fuel mass table used once the cam/crank pulses have sync'd up. The table is in mg. To get the actual PW in seconds, divide by the injector flowrate, which is 2911 mg/sec
